Sasan Karimi, an international affairs analyst, in an interview with ILNA reporter, in response to the question of what is your analysis of Mr. Grossi's remarks at the Board of Governors meeting, where they talked about providing guarantees from Iran to cooperate with the Agency on resolving the remaining safeguards issues and also the three alleged sites, said: In any case, Mr. Grossi has a difficult task, because he must speak in a way that does not provoke Iran, does not make it difficult for the implementation of the verbal agreements, and also satisfies his audience in the Board of Governors. Especially since he may have been under pressure from the Board of Governors due to Mr. Kamalvandi's recent positions to clarify the issue.
He added: The fact is that considering the history of implementing these agreements in a way that convinces the Agency and ultimately has a positive report at the output, the essence of the work is technical, and agreements are of course necessary, but not sufficient. Meanwhile, given the verbal nature of the agreements and ultimately a general statement, the fragility of these positions is very high. Of all these cases, they have raised the issue of guarantees, which cannot be taken very seriously.
In response to the question that Mr. Grossi mentioned in his speech that Iran has announced its agreement to further monitoring and verification by the Agency, what this agreement means and what achievement it will bring for Iran, Karimi said: I think we should not rush to use the word "achievement"; the cases that have recently been announced by him are currently mostly verbal, general and unstable. Implementing monitoring in a convincing manner for the Agency is a long and difficult path, and it can only be referred to as "half a step forward" after favorable verifications and a positive report is included in the Agency's output.
In response to the question of what is your assessment of the outcome of the Board of Governors meeting, this international affairs analyst said: Considering the events and comments of Western diplomats, what seems tangible so far is that we will not witness the issuance of a punitive resolution against the country in this round, which means that the evil will be averted in the short term and the matter will not get worse. However, in order to move forward, we must wait for the implementation of inspections and verifications that will lead to a positive report, which is a longer path.
In response to the question of what impact this decision of the Board of Governors meeting will have on the JCPOA negotiations, Karimi said: Of course, there is no decision in the Board of Governors; for now, the matter has been postponed until after the technical delegations visit Iran and the inspections, and we must wait and work until then. However, assuming that relations between Iran and the Agency improve, it can be said that one of the obstacles to the revival of the JCPOA has been removed. However, this does not necessarily mean that the negotiations to revive the JCPOA are approaching success; Because the bottleneck of these negotiations in the last year and a half has not been the issues of Agency safeguards and so on.
He emphasized: "Currently, the main problems of the negotiations to revive the JCPOA, namely the sabotage of two or three entities around us, the inefficiency of the negotiating team, and most importantly, the reduction in the desirability of the revival of the JCPOA for the West, along with the increase in its political costs, remain in place, and if we want the issue to be resolved, we must think about these matters with a new approach."
