Qatar seeks to untie the major knots between Iran and the West in the Ukraine affair

Sasan Karimi, an international affairs analyst, in an interview with ILNA reporter, in response to the question that considering that Qatar and Oman had played the role of mediator between Iran and the JCPOA parties in the past, what will be the final outcome of the visit of the Qatari Foreign Minister yesterday, considering the words of our country's Foreign Minister about receiving the message from the JCPOA countries, said: It is difficult to analyze this point given the limited information. What is new is Qatar's mediation between Iran and Ukraine. This point shows that the issue of Ukraine and the accusation of Iran's drone assistance to Russia and the use of these drones in the war against Ukraine has become a real bottleneck in Iran-West relations. In addition to public opinion, which Western governments always need to convince, the governments themselves and the competition of parties in these countries have also made the issue of Iranian drones a sensitive issue. Therefore, Qatar has resorted to mediation on this issue to untie the big knots.

In response to the question whether there is a possibility of resuming negotiations in the near future, considering the US message from Qatar to Iran, Karimi said: It is unlikely. Even in this case, we cannot hope for its outcome. Unfortunately, the Foreign Minister and the country's diplomatic apparatus have been unilaterally expressing enthusiasm and hope for the negotiations to revive the JCPOA and receive a message from the US for a long time, which is considered very unprofessional. I am not optimistic about all parties returning to negotiations.

In response to the question whether there is a possibility that negotiations will be held in Doha again, considering that we have witnessed JCPOA negotiations in the past, this international affairs analyst said: There is a possibility, but it is very small. In fact, to analyze any negotiation, one must look at the levers of pressure and the motives of all parties, and of course, diplomatic resources are one of the levers of power that we currently do not benefit from or are underutilized. But at the same time, given the international developments and the attack against us on the one hand, and the war in Ukraine and the US gaining the upper hand against Russia, Europe and even China on the other, there is not much interest in Europe to revive the JCPOA, and there is also not much motivation and need in the United States.

He added: "Today, the Biden administration has enough foreign policy achievements against China and Russia that it does not need an issue like the JCPOA, which, given its equations, does not benefit the United States much. Even among the Democrats themselves, there is no complete consensus on the JCPOA."

In response to the question that, given the events that have occurred over the past month or two and the somewhat increased tension with its neighbors, Iran's priority in advancing its foreign policy today is to reach the JCPOA or strengthen relations with its neighbors, Karimi said: "The declared priority of the 13th government was to strengthen relations with its neighbors, which can be said to have acted completely in the opposite direction; today, unlike in the past decades, the boasting in the region against us is not limited to Israel and Saudi Arabia, but the UAE, Turkey, Iraq, and the Republic of Azerbaijan are also trying to speak to Iran from a high position and take advantage of the opportunity. Even the president of South Korea, who comes to the region and attacks Iran with the support of the space in which he is located, and our largest trading partner, China, does not respect partnership with us at any stage. Therefore, it can be said that the regional diplomacy of the 13th government, which perhaps initially hoped to repair relations with Saudi Arabia, has faced a serious problem.

He added: "On the issue of reviving the JCPOA, we can say that the agreement that was available to us two years ago during Mr. Araqchi's negotiations has become a fantasy today, and unfortunately, our conditions in terms of negotiations are not at that point either. This incident, given the obstacles and then the delays, is the product of a specific view and analysis that has overshadowed the foreign policy of the ruling party in the government and caused the failure of the JCPOA revival negotiations, and first of all, has brought many regional forces together against us in an unnecessary and unprecedented way."
