Sasan Karimi, a lecturer and postdoctoral researcher at the Faculty of World Studies, University of Tehran, in an interview with an ILNA reporter, in response to this question, in recent days and following the internal developments in Iran and also the claim of Iran violating Resolution 2231 regarding the sale of weapons to Russia, tensions in Iran-Europe relations have increased; what is your analysis of this tension and its impact on the possibility of resuming the JCPOA negotiations? On what legal basis do France, England and the United States consider Iran to be in violation of Resolution 2231, he said: It seems that the West is seeking to make maximum use of the shadow of Iran's internal conditions in the international environment. A large part of Iran's arms restrictions, which include almost all conventional weapons, including drones, have been lifted in accordance with paragraph 5 of Annex II to Resolution 2231 (the Declaration), five years after the "Day of Acceptance of the JCPOA."
He added: "However, the current state of international relations, considering the war between Russia and Ukraine on the one hand and the recent domestic issues in Iran, in addition to the fact that the JCPOA has not been revived for whatever reason in the past year and a half, is gradually leading to a situation where, in addition to the economic benefits of the JCPOA, we are also deprived of the political and legal benefits of this understanding and are placed in the defendant's seat."
Karimi also responded to the question that American officials have announced in recent days that the revival of the JCPOA is no longer on Washington's agenda, whether the White House has closed the JCPOA file, saying: "Nothing else is expected from Washington and the Biden administration, and regardless of the Iranian issues, this issue was also one of the major warnings of analysts of American issues and the field of diplomacy in the past: the approaching mid-term elections in November have made the Biden administration more sensitive and conservative."
He added: On the other hand, a part of the public opinion in the United States and a large part of the Iranian community in the United States have understood a narrative of domestic issues that to a large extent supports the current government in reviving the JCPOA, which will probably require concessions from the United States and openings for Iran. This is not a major fault for the Biden administration. Therefore, Biden is trying to maintain minimal channels of communication with the Islamic Republic of Iran, while showing himself in the media space and domestic politics of the United States along with the aforementioned public opinion, and as a result, at least postpone any action to revive the JCPOA for a few months.
He clarified: This is also, of course, a consequence of the fact that we sometimes think that all equations are under our control and that we can change the time of the agreement as we wish. However, changing conditions abroad and within the country change the issue in such a way that sometimes the other side, even if it wants to, cannot have a positive approach at times and cannot even maintain its previous approach in dealing with the issue; Naturally, when a country is facing a domestic crisis, its hand in international negotiations will be lower.
Karimi also responded to the question that Mr. Grossi announced in his recent speech that the negotiations are closed and we do not have access to Iran's activities. On the other hand, Iran also announced that there are messages that Iran's case at the Agency has had positive results. What is your analysis of this situation? He said: "In any case, the reality is that Mr. Grossi is trying to take his position a little faster, at least in the current circumstances, in order to both force the Western parties to move to open inspections, bring Iran closer to a more flexible position in terms of confidence-building, and create the satisfaction of indirect but effective parties such as Israel."
He added: Mr. Grossi's positions, of course, have their place and can be resolved with a professional approach - not passively in a compromising manner, nor forcefully and mockingly. But the position of the Iranian parties can be both for internal issues and possibly contain points that are explained to create a kind of peace and hope. Therefore, these cases are neither an obstacle to consensus nor are they completely right or completely wrong. They are positions that, although they benefit from what has happened, are more than anything else considered a tool for the activism of each party.
