Sasan Karimi, an analyst of international affairs and a lecturer in political philosophy at the University of Tehran, said in an interview with an ILNA reporter, in response to the question of how useful this presence and multi-faceted meetings can be, given Mr. Raisi's visit to the United States, that it is unlikely that a multilateral meeting will be scheduled. Multilateral diplomacy is truly a special type of diplomacy that has its own techniques and is considered a kind of specialty. The approach of Mr. Raisi's foreign policy apparatus has not featured multilateral diplomacy prominently in its program so far and has focused more on bilateral relations. Therefore, even on the issue of reviving the JCPOA, what they have chosen as a method has been to negotiate with the EU coordinator directly and negotiate with the United States through Europe.
Karimi also responded to the question of how likely it is that the deadlock in the negotiations will be broken, given Enrique Moura's meeting with Ali Bagheri and Mr. Raisi's meetings: "I see the negotiations in a suspended state. Neither failure nor progress. First, the internal issues of the United States have imposed a delay for the time being, and second, the issues between them are mostly of a content that either one side must give up its demands or we will witness a practical initiative that will result in a solution that is acceptable to both parties." Especially on the issue of the Agency, which seems to be the main obstacle in the way, we must witness an initiative between the Atomic Energy Organization and the Agency to resolve the issue. It is common knowledge that this issue, if not resolved, could potentially be the next tool for the US to pressure us and the JCPOA. This issue with the Agency must also be resolved, like the PMD issue that was resolved during the JCPOA negotiations (2015), before entering into an agreement. This issue requires time and a solution. The negotiation period has also been extended until December due to the mid-term elections in the United States, and initiatives can be designed based on facts and information, which is at the disposal of the organization.
This international affairs analyst, in response to the question of what the achievements of our presence on this trip were, said: First, the trip is not over yet. Second, I do not see this trip as much in the form of achievements or anything else. It is mostly a formality that sometimes and only at times when it coincides with the presence of certain people, at sensitive stages of an issue, can help advance negotiations, and that is because everyone is easily accessible. But during this period, everything is more influenced by the war in Ukraine and the issues discussed around it.
In response to the question of how you evaluate Mr. Raisi's speech at the UN, Karimi said: Mr. Raisi delivered a classic speech with the usual positions of the Islamic Republic. I emphasize again that taking the initiative in such a parliament and speech is not an easy task and such an expectation cannot be expected all the time. In the current situation, I expect more initiative on concrete issues at expert rather than political levels.
In response to the question of how you see the atmosphere after the speech, this expert on diplomatic issues said: The atmosphere is not too heavy. Basically, this is not like the time of Mr. Ahmadinejad, where the situation against the country became very tense due to his personal positions and we faced inappropriate behavior from countries at such meetings, nor is it like the time of Mr. Khatami or Mr. Rouhani, where we saw more capacity due to personal factors. In the current era, we are witnessing something in between. In any case, this is the first experience of the 13th head of state attending the United Nations, and perhaps we cannot expect much from him in terms of initiative and creating an atmosphere.
